Louisiana business funding, grants and money
What actually exists this year, what ended, and where the real money is. Check the date on any list you read, including this one.

Six programs closed in 2025. Enterprise Zone, Quality Jobs, Retention and Modernization, Angel Investor, Work Opportunity and Sound Recording all stopped taking new applications on 30 June 2025. Any page still listing them as open has not been updated since.
What ended on 30 June 2025
Louisiana sunset a block of Economic Development incentive programs as part of the 2024 and 2025 tax reform, intending to replace them with fewer, better targeted ones. Applications submitted before the deadline can still earn credits under their existing contracts, but nothing new can be granted.
No longer accepting new applications:
- Enterprise Zone, the jobs and investment credit tied to hiring from certain areas
- Quality Jobs, the payroll rebate for job creation
- Retention and Modernization
- Angel Investor Tax Credit
- Work Opportunity Tax Credit, the state version
- Sound Recording Investor Tax Credit
If a site or an adviser is still pointing you at Enterprise Zone or Quality Jobs in 2026, that is the tell that the page has not been touched in over a year.
What replaced them
High Impact Jobs Program. A reimbursable grant on qualifying wages, created by Act 372 of the 2025 Regular Session and effective from 1 July 2025. It pays a percentage of annualised wages for new jobs that are created and retained, where those jobs pay above the parish average wage and come with a basic health plan. Contracts run three years with a two year renewal option.
The design point is deliberate. Quality Jobs rewarded the number of jobs; this rewards what they pay. Louisiana Economic Development said it would not issue a first grant until on or after 1 July 2026, so it is only now becoming real.
Who it suits: employers adding skilled, well paid roles, not a first hire at the going rate.
Borrowing, which is where the real money is
Louisiana runs five financing programs under the federal State Small Business Credit Initiative, branded Louisiana Opportunity Capital. None of these hand you money. They make a bank say yes when it otherwise would not, which for most small businesses is the actual problem.
- Loan Guaranty. Up to 80 percent guaranteed, $1.5 million maximum. The state guarantees part of a bank loan so the lender carries less risk. Use it when the bank likes you but not your risk profile.
- Collateral Support. Up to $250,000 cash collateral against a loan of up to $1 million, where you are short on security. Common for service businesses with no property to pledge. Use it when the deal fails on collateral, not on cash flow.
- Micro Lending. $1,000 to $100,000, a revolving fund for very small businesses. TruFund Financial Services is administering $2 million of it, with applications opening 31 July 2026. Use it when the amount you need is too small for a bank to bother with.
- Seed Capital and the Louisiana Growth Fund. Equity rather than loans. Seed Capital invests in start-up and early stage companies in exchange for investor involvement; the Growth Fund invests directly in high growth, scalable Louisiana start-ups. Use it when you are building something that scales and will give up part of it.
Certifications that open the state's chequebook
Louisiana spends heavily with private businesses, and two certifications put you in front of that spending. Both are free to apply for.
- Hudson Initiative. Better access to state purchasing and contracting. You qualify with a Louisiana principal place of business, fewer than 50 full time employees, and average annual gross receipts up to $5 million, or $10 million for construction.
- Veteran Initiative. The same idea for veteran owned businesses.
