It's also slow and paperwork-heavy, so it's worth knowing what you're signing up for before you dive in.

  2. Understand the upside: large, steady contracts, a reliable payer, and set-asides that favor small businesses.
  3. Understand the trade-off: it's a patient game — registration, compliance, and slower timelines than private work.
  4. Start with the mindset that this is a channel you build over months, not a quick sale — then take the first step.
