Rural and place-based advantages you might be missing

Where your business sits can be an advantage all its own. If you operate in a rural area or an officially underserved zone, there are federal set-asides, USDA programs, and local preferences built specifically for you. These place-based programs get overlooked because owners assume 'that's not me' — but eligibility is about your address and your community, not your background.

Do this

  1. Check HUBZone: if your business and most employees are in a Historically Underutilized Business Zone, you get federal set-asides — see if your address qualifies.
  2. Look at USDA Rural Development: grants and low-interest loans for businesses in rural communities.
  3. Ask about local preferences: many cities/counties give small, local, or in-district businesses an edge on their contracts.
  4. Stack them: a place-based program can combine with an identity certification for an even shorter line.

Place-based programs to check

Your location can qualify you — background not required:

HUBZONE (SBA) Business principal office + 35%+ of employees in a Historically Underutilized Business Zone → federal set-aside contracts. Check your address on the SBA HUBZone map. USDA RURAL DEVELOPMENT Grants + low-interest loans (e.g. B&I loan guarantees, REAP for energy) for businesses in rural areas. Check rd.usda.gov. STATE & LOCAL PREFERENCE Many local governments favor small, local, or in-district vendors on their contracts — ask your city/county purchasing office.
