Contracting and supplier work at Starbase Louisiana

SpaceX will hire 3,000 people directly. The number that matters to an existing Louisiana business is the 8,100 indirect roles for contractors and vendors. Construction starts in 2027, which means the qualifying happens now.

Supplying a project like this is a paperwork contest before it is a bidding contest. The firms that win the work are the ones that were already registered, already certified and already able to produce documents on request, before the procurement opened.

There is no public supplier portal for the Louisiana site yet. That is not a reason to wait. It is the window.

Who is actually buying

Most of the 8,100 indirect roles will not be let by SpaceX. They will be let by the engineering and construction firms delivering the packages: earthwork, civil, marine, concrete, steel, mechanical, electrical. Your target is those primes and their subcontract chains, not the owner's front door.

The roles named for Louisiana are technicians, welders, mechanics, builders, equipment operators and support staff. At the company's Texas Starbase, between 60 and 80 percent of staff came from surrounding communities, which is the strongest signal available that local firms and local labor are genuinely in scope.

The five things to have in place

1. A proper legal entity. An LLC at minimum. Primes do not subcontract to sole proprietors on projects of this scale. Filing is $100 until 1 October 2026, then $125, under Act 921 of the 2026 Regular Session. The full sequence is on the start a business page.
2. SAM.gov registration. The federal registration is the gateway to government and most federally entangled contracting, and it is the step small firms most often stumble on. It is free, it issues your Unique Entity ID, and it takes real time, so start before you need it.
3. State certifications you qualify for. The Hudson Initiative for small entrepreneurships and the Veteran Initiative both exist to put Louisiana small businesses in front of larger buyers. They are free to hold and they get you onto lists. Hudson eligibility is a Louisiana principal place of business, fewer than 50 full time employees, and average annual gross receipts up to $5 million, or $10 million for construction.
4. A capability statement. One page. What you do, what you have delivered, your NAICS codes, certifications, bonding and insurance limits, and who to call. You will be asked for this constantly and the firms that have one ready look like the firms that have done this before.
5. A document pack that is already assembled. Insurance certificates, safety record and EMR, licenses, two or three years of financials, key personnel. Vendor qualification is largely a request for these, on a deadline.

Behind all five sit two things a buyer checks first: a company in good standing, with its annual report filed, and a State Licensing Board for Contractors license at the classification that matches the work.

Why this cannot wait for the bid

SAM.gov registration and certification are measured in weeks, sometimes longer if anything about your entity record is inconsistent. Vendor qualification windows are measured in days. Firms that begin when the bid drops are usually too late, and the ones already on the list get the call.

Make yourself known locally

The Vermilion Economic Development Alliance in Abbeville, on 337-740-0433, is the parish body for business retention and expansion and the natural clearing house for supplier interest. Being a name they recognise before the rush is worth considerably more than a cold email afterwards.

What nobody can tell you yet

There is no published procurement schedule, no supplier portal and no list of appointed primes for the Louisiana site. Anyone selling you access to one is selling you something that does not exist.

Construction is slated to begin in 2027 and the first Starship launch is targeted for 2029. Environmental permitting is not complete, and conservation groups have objected on the grounds that this is one of the last large stretches of undeveloped marsh on the Louisiana coast and a significant migratory bird flyway. Plans of this size move. Get qualified, because qualification is useful whatever happens here, and do not bet the company on a date.
