Expanding an existing business into Pecan Island

Most businesses serving Starbase Louisiana will not be founded on the ridge. They will be Abbeville, Kaplan, Lafayette and Lake Charles firms extending into the parish. If that is you, the questions are different.

You almost certainly do not need a new company. What you need is to get the tax right, price the distance honestly, and be able to prove capacity.

This page is for firms that already trade in Louisiana and are looking at Vermilion Parish, and Pecan Island in particular, as new territory. The statewide version of the same questions, including your first hire and your first job in another parish, is in growing a business in Louisiana.

You probably do not need a new entity

A Louisiana LLC registered with the Secretary of State can trade anywhere in the state. There is no parish level registration of the company itself. What changes when you cross into Vermilion Parish is where you remit local sales tax and which trade licensing applies to the work.

If you are an out of state company, that is different. You register as a foreign LLC with the Secretary of State, which is $185 from 1 October 2026.

Keep the company you already have in good standing. Under Act 921 of the 2026 Regular Session the annual report rises from $30 to $35 on 1 October 2026, and a lapsed charter is the first thing a prime contractor's check finds.

Sales tax follows the job, not your office

This is the single most common way Louisiana firms get caught. Local sales tax is levied where the work is performed or the goods are delivered, not where your office sits. Work in unincorporated Vermilion Parish is taxed at the parish rate of 8.75 percent, being 5.00 percent state and 3.75 percent parish. That is not the rate you charge in Lafayette, and towns inside Vermilion Parish are higher again, up to 11.25 percent in the highest jurisdiction.

Louisiana also collects local tax locally. The parish portion goes to the Vermilion Parish sales tax office on 337-898-5732, not to the state. Registering in one parish does not register you in another.

In practice that means registering with the Vermilion collector as well as your home parish, filing a separate local return, and checking the exact site address before you quote. If you priced a job at your home rate and the work happens somewhere dearer, the difference comes out of your margin. Price the distance properly

Roughly 40 miles from Abbeville, further from Lafayette, on a single coastal highway. Every delivery, every callback, every inspection and every crew movement carries that drive. Firms that win work here and then lose money on it almost always underpriced travel, fuel and crew time.

There is also no supply chain on the ridge. If you run out of something, you are not nipping to a merchant. Stock levels and equipment redundancy matter more than they do in town.

Capacity is the qualifier, not price

On large programs the first question is rarely what you charge. It is whether you can scale, insure and stand behind the work.

• Bonding and insurance. Limits at the level the prime requires, evidenced, not promised.
• A credit line. One that survives net 60 payment terms while you carry payroll.
• A hiring plan. Welders, technicians and equipment operators are about to be in demand across Acadiana. Everyone will be recruiting from the same pool.
• Safety record and documentation. Ready to hand over, because it will be asked for repeatedly.

The seasonality is about to change

The existing Pecan Island economy runs on hunting and fishing seasons, with the population rising sharply when waterfowl season opens and thinning afterwards. A construction workforce does not work like that. From 2027 there is the prospect of steady year round demand in a place that has never had any, which is exactly the kind of shift that rewards being early and punishes being early by two years.

The announced dates are construction from 2027 and a first launch targeted for 2029. Everything in between is estimate, and the estimated development timeline sets out which trades are likely to be bought in which phase.
