How to start a business in Pecan Island, Louisiana
Pecan Island is unincorporated, which makes opening here simpler than opening in Abbeville or Kaplan. Here is the whole sequence, what each step costs, and the one deadline worth moving for.

There is no city hall on Pecan Island. No municipal occupational license, no city sales tax, no zoning counter. Your obligations run to the parish and the state, and that is genuinely less paperwork than most of Louisiana.
What follows is the full sequence in order. It applies whether you are opening a camp rental, a welding outfit, or a kitchen aimed at construction crews. A deadline. Under Act 921 of the 2026 Regular Session, from 1 October 2026 forming an LLC with the Secretary of State rises from $100 to $125, and the annual report from $30 to $35. If you were forming an entity this year anyway, doing it before 1 October costs $25 less for the identical filing.
The sequence
- Choose the structure. A sole proprietorship needs no filing and gives you no liability protection. An LLC costs a filing fee and separates you from the business. If you intend to contract for anyone larger than a neighbour, an LLC is effectively the minimum they will sign with.
- File Articles of Organization with the Secretary of State through geauxBIZ. $100 today, $125 from 1 October 2026. Online filings take a few business days, with expedite options at $30 for 24 hours or $50 for same day.
- Get an EIN from the IRS. Free, online, issued immediately. You need it for a business bank account, for payroll, and for most vendor onboarding.
- Register for sales tax if you sell taxable goods or services. Louisiana splits this in two: the state portion with the Department of Revenue, the parish portion with the Vermilion Parish sales tax office on 337-898-5732. Both, not either.
- Check state trade licensing. This is the step people skip. Unincorporated does not mean unregulated. Contractors, electricians, plumbers, food service, lodging and alcohol all carry state requirements that apply out here exactly as they do in Baton Rouge. The Louisiana State Licensing Board for Contractors licenses above the statutory thresholds, and the classification has to match the work.
- Insurance, before you sign anything. General liability at minimum, and flood cover is the number that will surprise you. Get a quote for the specific parcel before you commit to a lease or a purchase.

- Expedite. $30 for 24 hour processing, $50 for same day.
- Municipal license. None. Pecan Island is unincorporated.

What is different about opening here
- No municipal layer at all. The occupational license that Abbeville and Kaplan require as towns does not apply here, because there is no town. One fewer office, one fewer fee, one fewer renewal.
- Everything official is 40 miles away. Abbeville holds the parish offices, most banks and most suppliers. Build that drive into your operating costs rather than discovering it later.
- The customer base is changing. The existing economy runs on hunting and fishing seasons. A construction workforce arriving from 2027 does not keep to seasons, so year round demand that has never existed here is coming. What the area is going to need is a reasoned read of where the gaps are.
- Flood risk is the central financial fact. The 2005 surge went over this ridge. Elevation, insurance and rebuild cost belong at the top of the plan, not in a footnote.
Three mistakes that cost people money
- Assuming unincorporated means unlicensed. State trade licensing still applies. So does sales tax registration.
- Charging the wrong sales tax rate. The unincorporated parish rate is not the Abbeville rate and not the Lafayette rate. If you work across parish lines, the rate follows the job. Look up the jurisdiction in the rate tables before you quote.
- Signing before pricing flood cover. On this ridge that single number can decide whether the business works at all.
