Doing business in Pecan Island, Louisiana

A community of roughly 300 people on a shell ridge in the Vermilion Parish marsh is now the site of a $100 billion SpaceX spaceport. The rules, the rates, the numbers to call, and the economy as it actually stands.

On 25 August 2026, SpaceX and the State of Louisiana announced Starbase Louisiana here: roughly 125,000 acres of former Exxon land, described by the state as the largest capital investment in Louisiana history. Construction from 2027, first launch targeted 2029.

Pecan Island has no town government, no city sales tax and no municipal license, which makes it unusually simple to open a business here. It is also 45 minutes from the nearest bank, sits about seven feet above sea level, and was flattened by a storm surge in 2005. Both halves matter.

Elevation. About seven feet. The ridge is crushed shell and sand, an old Gulf beach.

Starbase Louisiana

The figures the state announced, from Louisiana Economic Development.

Investment. $100 billion, the largest capital investment in Louisiana history according to the state.
Site. Roughly 125,000 acres of former Exxon land, about 50 miles south southwest of Lafayette.
Build. Five launch complexes with two pads each, propellant production, power generation, vehicle processing and residential housing.
Direct jobs. 3,000 over ten years, average salary $92,600, which LED puts at 192 percent above the parish average wage.
Indirect jobs. 8,100 estimated for local contractors and vendors, giving 11,100 total opportunities.
Local payments. $20 million upfront plus $25 million a year for 25 years in lieu of property tax, with escalators. Over $820 million projected.
Community. $25 million to the Community Foundation of Acadiana.
State incentives. Aerospace Facilities and Activities Rebate under Act 190 of 2026, the High Impact Jobs program, and LED FastStart.

Elon Musk has separately said the site will "ultimately have over a dozen launch towers, enabling more than 30 Starship flights per day." That is his stated ambition rather than what the state announcement documents.

What is not settled. Environmental permitting is incomplete. This is one of the last large stretches of undeveloped marsh on the Louisiana coast and a significant migratory bird flyway, and conservation groups have urged the state not to waive protections. Local reporting also describes residents unhappy at how secretively the project was assembled. Plans of this size move.

Where to start

Because Pecan Island is unincorporated, the licensing path is shorter than in Abbeville or Kaplan. You still need the state layer:

Register the company with the Louisiana Secretary of State.
Get an EIN from the IRS.
Register for sales tax with the Louisiana Department of Revenue and with the Vermilion Parish sales tax office on 337-898-5732.
Get the state trade license your work requires. The Louisiana State Licensing Board for Contractors licenses above the statutory thresholds, and the classification has to match the work.

There is no municipal occupational license to add on top. That is the whole difference, and it is a real one.

The economy as it stands

Understanding what is here already matters, because it is what any new business will be built on top of and, for the next couple of years, sold to.

In September 2005, Hurricane Rita drove a storm surge of about ten feet across this ridge and destroyed nearly every building. More than a thousand people were stranded. Saltwater ruined pasture, and cattle operations running several hundred head folded rather than rebuild herds and fences. Hurricane Ike followed in 2008. The school closed and much of the population moved north in the parish.

What grew back is different from what was lost. Many of the surviving houses became hunting and fishing camps, and the population still swells when waterfowl season opens. The working economy today is roughly:

Hunting, fishing and camp lodging, which sets the calendar for most local trade.
Cattle and agriculture on the higher ground, with saltwater intrusion as the standing risk.
Coastal, marsh and restoration work, including the parish's coastal resiliency program.
Seasonal services along Highway 82, aimed at through traffic rather than at 300 residents.

Practical realities

The things a spreadsheet will not tell you and a site visit will. None of them show up in an economic development brochure, and all of them decide whether a business works here.

Distance is a line item. Every delivery, callback, inspection and crew movement carries a 35 to 45 minute drive each way. There is no supply chain on the ridge, so stock levels and equipment redundancy matter more than they would in town.
One road in. Highway 82 is the route in and out, and it is the same road every heavy delivery will use. That concentrates logistics risk and makes weather closures an operational issue rather than an inconvenience.
No rooms. There is effectively no lodging, which is why camp, catering and housing appear early in any large build here rather than late.
Flood exposure is the central financial fact. Seven feet of elevation on the Chenier Plain, and a 2005 surge that went over the top. Get a flood insurance quote for the specific parcel before you commit to a lease or a purchase, not after. This single number decides more business cases here than any other.
Water and power are rural. Water is supplied by Vermilion Parish Waterworks District No. 1, on 337-898-8345. Confirm service and capacity at your address before you plan anything water intensive.
Connectivity has just improved. Starlink, with a 50 percent discount for Vermilion Parish residents announced as part of the SpaceX package, changes what is possible for a business that needs reliable internet out here.

What happens when

Now to 2027. Permitting, design and vendor qualification. Nothing is being built yet. This is the window for registration, certification and getting known locally.
1 October 2026. Louisiana Secretary of State filing fees rose under Act 921 of the 2026 Regular Session. LLC formation $100 to $125, annual report $30 to $35.
2027. Construction slated to begin. Peak demand for trades, equipment, logistics, lodging and catering.
2029. First Starship launch targeted. Demand shifts from construction to operations, which is smaller and differently shaped.
